Funny that you should say that. I live in South Africa and play on a 10bms/1mbs connection (internet is ridiculously priced here). Whenever I play against overseas folks (especially guys from UAE) and I redbar, my shots do not register and it always feels that people are shooting me before they appear on my screen. Basically that on their screen, they can already see me and start shooting. Sometimes I can hear 2 shots from a Mida and my health is gone, where on their screen they fired the required 4 shots.
